Chief Operating Officer (COO)

Title: Chief Operating Officer (COO)
Employment Status: Full-time/Non-exempt

Reports to:  Executive Director

The Chief Operating Officer (COO) serves as the second-in-command to the Chief Executive Officer and a key member of TLCBD’s executive leadership team. This role is designed to strengthen TLCBD’s internal capacity — providing the structure, systems, and operational discipline necessary for the organization to thrive.

The COO is responsible for leading and improving organization-wide systems — beginning with People & Culture then Finance & Administration, Operations, and Policy & Voice — to ensure that all functions are cohesive, efficient, and aligned with TLCBD’s mission and values.

The COO will play a vital role in implementing TLCBD’s 2025–2030 Strategic Plan, translating strategic priorities into clear systems, procedures, and accountability frameworks across all departments.

Key Responsibilities:

Organizational Systems & Capacity Building

  • Lead the design and implementation of internal systems that strengthen People & Culture, Finance, Operations, and Policy & Voice functions, ensuring efficiency, consistency, and transparency.
  • Oversee organizational risk management and policy development, creating a foundation of clear, accessible Standard Operating Procedures (SOPs) for all departments.
  • Improve cross-departmental communication through the creation of shared workflows, project management tools, and technology systems that support collaboration and accountability.
  • Champion TLCBD’s core values—Respect, Connection, Responsibility, and Courage—by cultivating a supportive organizational culture rooted in equity, belonging, and mutual respect.

Human Resources & People Development

  • Serve as the executive lead for People & Culture with an initial focus on strengthening HR systems, policies, and documentation.
  • Work collaboratively with key staff in the design and implementation of Emergency Management planning; both internally and externally.
  • Establish pathways for internal advancement and succession planning, supporting TLCBD’s commitment to hiring and promoting from within the Tenderloin community whenever possible.
  • Partner with the CEO to ensure staff well-being initiatives—including mental health support and vicarious trauma care—are embedded into the organization’s infrastructure.

Finance, Administration & Compliance

  • Collaborate with the Finance & Administration team to strengthen financial systems, internal controls, and reporting processes.
  • Work collaboratively with Senior Advisor of Strategy & Development to ensure implementation and deliverable compliance with all grants, contracts, and audit requirements.
  • Support Director of Finance & Administration, and the Senior Advisor of Strategy & Development in annual preparation of organization-wide budgeting and forecasting processes in partnership with department directors.
  • Create financial dashboards and performance indicators that improve transparency and decision-making across departments.

Interdepartmental Oversite

  • Work closely to support the Deputy Director of Operations & Stewardship in streamlining day-to-day operational processes, staff deployment, and maintenance of high-quality standards.
  • Standardize protocols for equipment management, safety procedures, and workflow efficiency.
  • Provide structural and leadership oversight to Policy & Voice to assess capacity needs, improve systems, and determine strategic direction.
  • Ensure coordination between Operations & Stewardship and Policy & Voice teams, reinforcing the connection between physical improvements, cleanliness, safety, and community engagement.

Strategic Plan Implementation

  • Work with CEO and Director-level staff to operationalize and evaluate the 2025–2030 Strategic Plan into actionable work plans, timelines, and performance metrics for each department.
  • Facilitate alignment between Board, CEO, and staff on annual goals and progress milestones.
  • Develop internal dashboards and evaluation tools that track progress toward strategic outcomes.
  • Ensure that new initiatives are grounded in sustainable staffing models and operational feasibility.

Executive Leadership & Collaboration

  • Supervise Director-level staff, supporting them in leading their teams effectively and with clarity; assisting in developing and monitoring workplans in tandem with performance reviews, and ensuring deliverables are met or exceeded across departments.
  • Identify gaps in leadership or structure and recommend organizational adjustments to ensure efficiency and accountability.
  • Function as the internal anchor of daily operations, allowing the CEO to focus externally on partnerships, fundraising, policy leadership, and organizational growth.
  • Serve as a thought partner to the CEO in shaping organizational priorities, providing candid input, and ensuring strong internal follow-through.

Qualifications: 

  • Minimum of 10 years of progressive leadership experience in nonprofit management, operations, or organizational development.
  • Demonstrated expertise in HR systems, staff development, and organizational infrastructure.
  • Proven success implementing processes that improve performance, communication, and accountability.
  • Strong background in finance and administration, with an ability to oversee budgets and compliance.
  • Skilled at managing teams through change, coaching for professional growth, and building organizational culture.
  • Deep understanding of community-based and place-based work; familiarity with San Francisco’s Tenderloin is highly desirable.
  • Strategic thinker who thrives in complexity, with the ability to balance vision and detail.
  • Commitment to equity within TLCBD – building a culture of inclusion and belonging through shared vision and purpose – and nurturing leadership in others as a servant leader.
  • Excellent oral and written communication skills and Proficiency in Microsoft Office, Google Docs, etc.

Position Specifications:

Education: Bachelor’s Degree in a related field (i.e.,. public/nonprofit administration, public administration, public policy, urban planning, etc.) is highly desirable. Master’s in Public or Nonprofit Administration or related fields is a plus.

Languages: Fluency in Spanish, Arabic, Vietnamese, or Cantonese is highly desirable
