Title: Park Captain
Reports to: Director of Parks & Stewardship
P/T – F/T Position: 30-40 hours/week
Compensation: $24.34/hour w/full range of benefits


TLCBD Park Captain will be responsible for fostering clean, safe, and inviting parks in the Tenderloin by having a physical presence at the parks and positively engaging with park users and neighbors.


Responsibilities

  • Positively engage with park users and nearby neighbors to create meaningful connections that foster a safe and inviting environment
  • Deescalate situations when needed
  • Carry out light litter pickup as needed to foster a clean environment
  • Staff an outreach table that has materials to connect those experiencing homelessness or mental health crises to organizations that can assist with housing, mental health services, etc
  • Assist with set-up and storage of equipment for programming activities as needed
  • Fill out a daily shift report with data of number of park users and other metrics
  • Communicate daily with other Park Captains, Park Network Operations Manager, and Park’s partners to accomplish program goals
  • Carry out daily job duties in accordance with TLCBD values

Qualifications

  • Ability to work effectively and interact professionally with a diverse, multicultural, and interdisciplinary team and population
  • Has undergone full base training which is attained at entry level thorough Safe Passage
  • Compassionate and empathetic communication approach
  • Intimate knowledge of the Tenderloin neighborhood, either as a resident or professional (highly-preferred)
  • Multilingual (highly-preferred)
  • Experience with de-escalation skills or willingness to learn

Title: Director of People & Culture
Employment Status: Full time/exempt
Compensation: $100,000-$120,000
Reports to: Executive Director


The Director of People and Culture (DPC) will be responsible for leading all aspects of Human Resources including recruiting/retention, benefits, hiring/onboarding, performance management, payroll and general compliance, learning and development, contract coordination, emergency resilience planning, teambuilding and wellness, values/norms alignment, and all other HR strategy and operations leadership.

The DPC will be an organization leader for building a culture of safety within the organization through equitable hiring, onboarding, and learning & development practices as well as managing compliance and training. The DPC will also guide new employees through the benefits and compensation process while complying with all local, state, and federal regulations for HR. The ideal candidate will be organized, experienced, and dedicated to strengthening the workforce of TLCBD to best serve the Tenderloin in a sustainable manner. The ideal candidate will have extensive experience in nonprofit leadership and people management, compliance, finance and administration, with experience and expertise in leading diverse teams while centering equity and inclusion.

Reporting to the Executive Director, you will be part of a dynamic team supporting programs for the social good of the Tenderloin community. This candidate will play a critical role in partnering with the team across Policy & Advocacy, Operations, and Development in strategic decision-making and operations as TLCBD continues to enhance its quality programming and build capacity. This is a tremendous opportunity for a people and culture leader to maximize and strengthen the internal capacity of a well-respected, high-impact organization, and to contribute to an established nonprofit that is uplifting the neighborhood and transforming lives in the Tenderloin District of downtown San Francisco. Primary responsibilities include:

  • Lead in ensuring diversity, equity and inclusion, anti-racism, employee wellbeing, promoting a culture of health, safety, positive communication and equity.
  • Recruits and assists in the interview process of potential applicants on experience, skills, and education.
  • Contacts applicants’ references and performs background checks required by the organization.
  • Organizes and manages new employee orientations and training programs, the sending of offer/decline letters, collects onboarding paperwork (w-4s, health insurance packet, fingerprinting, etc.) and leads onboarding/offboarding of new/terminated staff.
  • Updates job requirements/descriptions when needed and manages annual performance evaluation processes, PIPs and promotions.
  • Explains and provides information on employee benefits, programs, and education (managing 410k, health benefits and employee questions, flex spending, etc.).
  • Advises on benefit needs/evaluates benefit contract bids, including worker’s compensation, unemployment, etc.
  • Advances values and norms within the organization, ensuring staff members understand and embody what TLCBD’s strives to be.
  • Coordinates and manages the payroll process, including input and management of payroll system and vendor service (including any garnishments or overtime), also oversees PTO tracking & reconciliation, monitoring scheduling/overtime, processing/management of timesheets, etc.
  • Ensures HR department policies and processes are consistent and streamlined. Responsible for updating the Employee Handbook and creating emergency response/disaster resiliency procedures
  • Commitment to learning & professional development programs that maximize individual professional growth and organization goals including best practices in human resources activities and CA employment and HR laws and regulations.
  • Lead organizer of team building, organizational culture, and fun events & gatherings on a regular basis
  • Work closely and transparently with all external partners including third-party vendors and consultants.
  • Covers all legal compliance for human resource federal and state requirements.
  • Maintains employee records and paperwork.
  • Represents TLCBD in the community and at recruiting events.
  • Answers employee questions and addresses employee concerns with the organization including employee safety, welfare, wellness and health

Required Skills/Experience:

  • HR applicants require a bachelor’s degree in human resources, business, or a related field, and/or 5+ years of experience in a people management position.
  • Possesses superb written and spoken communication skills.
  • Excellent interpersonal relationship building and employee coaching skills.
  • Excellent computer skills, Excel, and demonstrated skills in database management and record-keeping.
  • Organized and efficient in daily tasks.
  • Specialized training in employee relations, coaching/counseling/mentoring, and/or DEI preferred.
  • General knowledge of employment best practices.
  • Technologically proficient with experience in organizing employee files, reports, and performance plans.

Title: Manager of People & Culture

TLCBD’s Manager of People & Culture plays a pivotal role in supporting the organization’s human resources activities, focusing on onboarding, benefits enrollment, and payroll oversight. This position is integral to our mission of recruiting, training, and supporting our team members to ensure their success in delivering community-focused programs. The Manager of People & Culture will work closely with the Director of People & Culture and other key personnel to align our workforce with grant objectives, emphasizing safety and health training, soft skills development, and technical skills enhancement.


Primary responsibilities include:

  • Recruitment: Develop or oversee the creation of accurate job descriptions. Post open positions through various recruiting channels, inclusive of SF Workforce, and national professional sites like Indeed and Linkedin.
  • Onboarding: Ensure all paperwork is completed from the new employee and/or hiring director to expedite the onboarding process.
  • Benefits Enrollment: Follow up with the insurance broker/platform to ensure eligible employees have enrolled in benefits.
  • Payroll Oversight: Work in tandem with the co-payroll processor to approve timecards, monitor PTO requests, and process and submit payroll on pay period deadlines.
  • Employee Support: Provide ongoing support to employees by addressing HR-related queries, concerns and issues, promptly and professionally.
  • HRIS expert: Take ownership in being the subject matter expert in the organization’s Human Resource Information System (Paycor).

Job Title: Youth Leadership Manager
Employment Status: Salaried, exempt
Pay Range: $66,560-$71,500
Reports to: Director of Community Organizing


The Youth Leadership Manager will be the primary programmatic lead, organizing program curriculum, implementing trainings in policy and advocacy, and coordinating group activities and field visits to partner organizations. This role will work with HR for work-readiness trainings in resume building, mock interviewing, and job search. The Youth Leadership Manager will act as the primary lead in programmatic coordination and implementation, including work experiences for Transitional Age Youth (TAY) participants interested in working with TLCBD’s Policy & Voice, and Operations and Stewardship programs.


Primary responsibilities include:

  • Organize and implement program curriculum and trainings in policy, advocacy, and community engagement.
  • Coordinate group activities, field visits, and collaborations with partner organizations.
  • Develop and manage work-readiness trainings, including resume building and job search support.
  • Act as the primary lead in coordinating programmatic activities and work experiences.
  • Support TAY (18-24 years old) in successfully completing the program and achieving their goals.
  • Collaborate with the Youth Engagement Manager to ensure effective participant recruitment and transition.
  • Report to the Director of Community Organizing and work closely with the Director of Parks.

Job Requirements and Qualifications

  • Bachelor’s degree in a relevant field or equivalent experience.
  • 3 to 5+ years of experience in youth leadership development, program management, or a related field.
  • Strong organizational, leadership, and project management skills.
  • Excellent interpersonal and communication skills.
  • Experience in policy analysis, advocacy, or community organizing is a plus.
  • Ability to work with a diverse, multicultural population

Title: Park Captain Manager
Employment Status: 40 hours/week
Compensation:$64,400/year (Paid Semi-Monthly)
Reports to: Director of Parks & Stewardship


The TLCBD Park Captain Manager will be responsible for fostering a clean, safe, and inviting network of three parks in the Tenderloin: Turk-Hyde Mini Park, Sgt. Macaulay Park, and Boeddeker Park. This position will manage a 7-day-a-week Park Captain stewardship program, including supervising a team of Park Captains, supporting parks programming and operations, and directly engaging with community members. This position will spend approximately 30 hours per week at the parks supporting stewardship and 10 hours per week in the office carrying out the administrative aspects of the position such as meetings, developing training, creating program supporting documents, and working with the Inviting Space team.


Responsibilities

  • Develop and maintain a Park Network Captain stewardship program which consists of stewards who are present at the park for all open hours to foster safe, clean, and inviting parks and to build relationships with diverse community members
  • Supervise the Park Network stewardship program, directly managing a staff of Park Captains including scheduling shifts, communicating program needs to all staff and TLCBD staff, and training staff on TLCBD Park Captain approach
  • Directly support Park Captains with administrative needs including shift changes, PTO questions, and other administrative items
  • Supervise and help facilitate TLCBD Park Captain training approach, including creation of training procedures and scheduling training for all Park Captains by working closely with Director of Parks & Stewardship

Title: Park Captain Coordinator
Employment Status: F/T 40 hours per week with full-range of benefits
Compensation: $28.40/per hour
Reports to:  Manager of Parks & Youth Voice


The TLCBD Park Captain Coordinator will be responsible for fostering a clean, safe, and inviting network of three parks in the Tenderloin: Turk-Hyde Mini Park, Sgt. Macaulay Park, and Boeddeker Park and other open spaces in the neighborhood. This position will support our Manager of Parks & Youth Voice and the Director of Parks in fostering a stable 7-day-a-week Park Captain stewardship program, including on-site supervising, supporting parks programming and operations, and directly engaging with community members. The Park Captain Program is a 365/day per year operation and the Park Captain Coordinator will be expected to be available during holidays and weekends as needed.


Responsibilities

  • Develop a culture of safety at each park in the Park Network
  • Support the Director of Parks and Manager of Parks & Youth Voice with Park Captain and Park Captain Leads performance analysis and coaching, counseling of staff and helping to resolve staff issues
  • Coordinate lunch breaks for Park Captains, and cover their lunch breaks as needed
  • During specific windows of time, act as the point of contact for Park Captain call-outs, administrative needs, operational and organizational questions. Park Captains will be instructed to contact you during these times and you will be responsible for coordinating coverage in the case of call outs.
  • Ensure that staff understands their duties or delegated tasks
  • Monitor staff productivity and provide constructive feedback and coaching
  • Pass on information from upper management to employees and vice versa
  • Positively engage with park users and nearby neighbors to create meaningful connections that foster a safe and inviting environment
  • Greet park visitors and develop positive community relationships
  • De-escalate situations when needed utilizing TLCBD Park Captain training approach

As a platform for empowerment, advocates, and responsive local stewards, TLCBD is dedicated to the neighborhood we serve – a richly diverse, dynamic, and predominantly low-income community of color.
